ABUJA — The Federal Government's proposed allocation of nearly ₦1 trillion for the procurement of official Sport Utility Vehicles (SUVs) and thousands of empowerment projects in the 2026 Appropriation Bill has ignited fresh debate over Nigeria's fiscal priorities as the nation grapples with rising public debt, inflation and persistent economic hardship.

An independent budget review by civic technology organisation Tracka shows that the expenditure includes ₦15.13 billion for the purchase of 39 official SUVs and approximately ₦947.70 billion earmarked for 2,579 empowerment projects spread across various federal institutions.

The allocation has attracted public attention because it comes at a period when the Federal Government plans to finance a significant portion of the national budget through borrowing, raising concerns over prudent management of public resources.

Transparency Under Scrutiny

Tracka disclosed that only 70 of the 2,579 empowerment projects have clearly identified implementation locations, leaving thousands of projects without sufficient information for public monitoring.

According to the organisation, the absence of project locations could undermine transparency, weaken legislative oversight and make it difficult for citizens to verify whether the projects are eventually executed or who benefits from the allocations.

The report also questioned why agencies with no primary responsibility for empowerment programmes received substantial allocations for such projects, including the Federal Cooperative College, Oji River, and the National Agricultural Development Fund.

Accountability Beyond Budget Figures

While recognising that properly implemented empowerment programmes can improve livelihoods and reduce poverty, analysts warn that poorly defined interventions often create opportunities for political patronage instead of sustainable economic development.

Public finance experts argue that every project financed with taxpayers' money should have clearly stated objectives, implementation timelines, identifiable beneficiaries and measurable outcomes.

A Test of Fiscal Discipline

The development has renewed calls for government at all levels to align public spending with national development priorities, particularly investments in infrastructure, education, healthcare, agriculture, security and industrial development.

Economists maintain that strengthening transparency, encouraging local production and ensuring value for money in public procurement will improve public confidence and enhance fiscal sustainability.

As Nigeria continues to navigate economic reforms and increasing debt obligations, every budgetary allocation must be subjected to rigorous public scrutiny. Citizens have a legitimate right to know how public funds are appropriated, where projects will be executed, and what measurable impact they will have on national development.

Transparency, accountability and responsible fiscal management remain indispensable pillars of good governance and sustainable economic growth.
