Kogi Vigilante Salary Spending Hits ₦1.19bn in Six Months, Raises Questions Over Payroll Transparency

Kogi State's expenditure on the salaries of a vigilante group has come under public-interest scrutiny following the disclosure of more than ₦1.19 billion in spending against the budget provision within the first six months of 2026.

Figures contained in the state's second-quarter Budget Implementation Report show that ₦1,190,563,763.35 had been spent on the budget line titled "Salary of Vigilante Group" as of 30 June 2026.

The expenditure, classified under Government House, raises important questions about payroll transparency, budgetary authorisation, the number of personnel covered and the security services delivered in return for the public funds.

A review of the available budget records also shows that substantial expenditure was recorded against the same budget line during the 2025 financial year.

The 2025 budget initially provided ₦896,767,085 for the item. The provision was subsequently revised to ₦2,526,767,085, while actual expenditure was recorded at ₦2,452,413,965.50.

For 2026, the approved budget provision was ₦937,767,085, according to the budget document. However, the second-quarter implementation report recorded cumulative expenditure of ₦1,190,563,763.35 by the end of June.

This represents expenditure exceeding the original annual allocation by ₦252,796,678.35 before the end of the first half of the financial year.

The figures warrant clarification from the state authorities, particularly regarding the circumstances surrounding the revised expenditure, the applicable budgetary approvals and the records supporting the payments.

QUESTIONS OVER THE VIGILANTE PAYROLL

One issue requiring clarification is the number of personnel covered by the expenditure.

The published figures identify the financial allocation and reported spending but do not, on their own, provide sufficient information to establish the total number of beneficiaries, their individual remuneration or their deployment across the state.

The government should clarify whether the salary provision covers a statewide vigilante organisation, personnel attached to specific communities or a security formation operating under Government House.

It should also explain the recruitment procedures, personnel verification arrangements and the agency responsible for maintaining the payroll.

BUDGETARY AUTHORISATION REQUIRES CLARIFICATION

The substantial difference between the original allocations and reported expenditure also raises questions about the budgetary processes governing the payments.

The state should provide details of any supplementary appropriation, approved budget adjustments or other applicable authorisations supporting expenditure beyond the original provisions.

Under Section 120 of the Nigerian Constitution, withdrawals from a state's Consolidated Revenue Fund are subject to constitutional and legislative requirements.

The available figures alone do not establish whether the expenditure was unauthorised or irregular. That determination requires examination of the relevant appropriation laws, approvals and financial records.

WHAT SECURITY VALUE HAS THE EXPENDITURE DELIVERED?

Beyond the financial implications, residents have a legitimate interest in understanding the security outcomes associated with the expenditure.

The government should provide information on the geographical deployment of the vigilante personnel, their operational responsibilities, training, equipment and coordination with conventional security agencies.

Details of their activities and measurable contributions to community safety would help the public assess the purpose and impact of the expenditure.

INFORMATION THE GOVERNMENT SHOULD PROVIDE

To promote transparency and public understanding, The Analyst seeks clarification on the following:

  1. The total number of vigilante personnel covered by the salary provision.
  2. The verified personnel register and payroll structure, with appropriate protection of personal and security-sensitive information.
  3. The monthly salary and payment breakdown.
  4. The authority responsible for recruitment, supervision and payment.
  5. The relevant appropriation and supplementary budget approvals.
  6. The payment and payroll reconciliation records for 2025 and the first two quarters of 2026.
  7. The locations where the personnel are deployed.
  8. Operational reports or other records demonstrating the security services delivered.
  9. The audit and internal control arrangements governing the expenditure.

THE RIGHT TO PUBLIC ACCOUNTABILITY

The purpose of this investigation is not to presume wrongdoing or question the legitimacy of supporting community-based security personnel.

Rather, it is to establish whether public expenditure is properly documented, authorised, transparently managed and connected to identifiable public services.

The reported expenditure does not, by itself, constitute evidence of fraud, corruption, misappropriation or personal benefit by any government official.

However, the scale of the spending makes a detailed public explanation reasonable and necessary.

The Analyst invites the Kogi State Government, Government House, the Ministry of Finance and other relevant authorities to provide documentary clarification on the expenditure and respond to the questions raised in this report.

Any substantive response or additional documentary evidence received will be fairly reflected in our reporting.

Ultimately, public funds require public accountability. Kogi residents are entitled to understand how much is spent on security personnel, who benefits, what legal approvals support the expenditure and what measurable security services the state receives in return.
