Plateau Attacks: Nigeria Must End the Cycle of Killings and Reprisals
The Nigerian authorities must do more to end the recurring attacks and reprisals in parts of Plateau State, where communities have been forced to live under the constant fear of the next assault.
Among the areas repeatedly affected are Barkin Ladi, Bokkos, Riyom and Mangu Local Government Areas, where attacks on rural communities have continued to raise serious concerns over the protection of lives and property.
The recurring crisis in Plateau State raises fundamental questions about the ability of the Nigerian state to protect vulnerable communities and prevent violence from becoming a permanent feature of everyday life.
For residents in affected communities, insecurity has become a grim reality. Communities are attacked, lives are lost and families are displaced, while survivors are left to confront the trauma and destruction that follow.
In some cases, while victims are being prepared for mass burial, additional bodies are reportedly being discovered in surrounding bushes, underscoring the scale and brutality of the violence.
Amnesty International Nigeria reported that at least 1,336 people were killed in Plateau State between December 2023 and February 2024. According to the organisation, the figure comprised 533 women, 263 children and 540 men, while more than 29,554 people were displaced during the period. The figure has subsequently been disputed by a Plateau-based civil-society organisation, which questioned Amnesty's methodology and described the casualty figure as unverified.
Regardless of disagreements over the precise casualty figures, the continuing attacks, raids and reprisals in affected communities remain a grave security concern. The persistence of violence into 2025 and 2026 makes it imperative for the authorities to move beyond reactive security deployments and pursue a sustained strategy capable of preventing attacks before they occur.
Protection Must Come First
The fundamental responsibility of government is to protect lives and property. That responsibility cannot be discharged adequately through occasional deployments after communities have already been attacked.
There must be effective early-warning mechanisms, timely intelligence gathering, rapid-response capacity and sustained security presence in vulnerable communities.
Security operations must also be conducted professionally and impartially, with the protection of civilians as the overriding objective.
Justice Cannot Be Optional
Security alone cannot permanently resolve the crisis without accountability.
Authorities must thoroughly investigate attacks, identify suspected perpetrators based on credible evidence and ensure that those responsible face the law through transparent and lawful processes.
Where investigations establish criminal responsibility, prosecutions must follow. Where evidence does not support an allegation, innocent persons must not be punished.
Consistent failure to establish accountability risks reinforcing perceptions of impunity and may contribute to further cycles of retaliation.
Justice must also extend to victims and survivors. Families who have lost loved ones deserve answers, while displaced and affected communities require meaningful support to rebuild their lives and livelihoods.
Plateau Cannot Be Allowed to Normalise Violence
The people of Plateau State should not have to organise their lives around the expectation of another attack.
A society cannot achieve lasting peace when communities remain permanently vulnerable, families are repeatedly displaced and perpetrators of violence are not brought to justice through credible investigations and lawful prosecution.
The Federal Government, Plateau State Government, security agencies and relevant justice institutions must therefore demonstrate a sustained and measurable commitment to ending the cycle of attacks and reprisals.
The authorities must protect vulnerable communities, strengthen early-warning and rapid-response mechanisms, investigate attacks comprehensively and ensure accountability based on credible evidence.
Protecting citizens is not a favour to the people. It is a fundamental responsibility of the state.
